ALERT - Association for Leadership, Education, Research and Training is a networking initiative to sensitise, create awareness and build capacity of different interest groups and stake holders. It is an association which endeavours to handle important aspects in the process of good governance and participatory governance at grass root level. It is noticed that complex issues often fail to be properly implemented due to lack of knowledge, lack of expertise and capacity to handle them. Inspite of the responsibility and instrument in the hands of the local governments and in the hands of the people to make a difference, it is often seen that they lack in the capacity to handle them. Nor do the citizens partake in this exercise either due to apathy or out of frustration that nothing can change the system. Further the citizens find themselves voiceless and unorganised to be able to make a difference.

The 73rd and 74th Amendment to the Constitution are of India ushered a new found recognition to the Local Governments thus giving them a significant position in the governance hierarchy.
